Parking and Traffic Information
Administrative office hours are Monday - Friday, 9 a.m. - 5 p.m. The Communication Control Center ("the bubble" or dispatch) is open 24 hours a day and Officers are on duty 24 hours a day. All parking and ticket problems or concerns must be handled during normal business hours in the Office of Public Safety.
General Policies
- All Guilford College employees and students must obtain a parking permit for their vehicle(s) parked on the campus, and must display the proper and current Guilford College permit in the bottom corner of the driver's side rear window. If your vehicle has tinted or plastic windows, the permit must be displayed on the front windshield next to your inspection sticker. (NOTE: these are the only areas the permit can be displayed)
- Valid identification (including the Guilford College "G" number) and the vehicle license plate number must be presented to obtain a parking permit. Employee permits are issued once at the start of employment. Student permits are issued when a student begins his/her first academic term and annually thereafter. (NOTE: a parking permit DOES NOT guarantee the holder a reserved space, only the opportunity to park within a specified area)
- A permit must be affixed only to the vehicle in which it is registered. Permits are not transferable, and a new permit is needed for any change in cars by employees or students.
- Temporary permits are available from the Office of Public Safety free of charge for those who have previously purchased a current decal. (after hours, temporary permits are available in the Control Center). Temporary permits are limited to a two-week period. A note affixed to the vehicle is not accepted as a temporary decal. Visitor's permits are available from the Office of Public Safety or the hosting department or office.
- Traffic and parking regulations are enforced 24 hours a day throughout the calendar year, including break periods, holidays and summer months. The regulations apply whether or not classes are in session.
- Vehicle repairs that create a nuisance are not permitted on campus. Any property damage caused by the making of any repairs is the responsibility of the person making such repairs.
- Written permission from the Director of Public Safety must be obtained before parking trailers or mobile campers on campus property.
Parking Locations
- Lots are designated (by color associated with parking decals) as follows:
- Residential Student Parking
- North and South Apartment lots (burgundy permit): Students living in the North and South Apartments and Milner Hall. (students registering last may also be routed to this lot).
- Alternative houses lot (brown permit): Students living in the Pines, Hildebrandt, Pope and Campbell Houses.
- Bryan lot (red permit): Students living in Bryan, Binford, Shore, English and Mary Hobbs halls.
- The section of the lot behind English Hall (red permit): Students living in English, Bryan, Binford, Shore and Mary Hobbs halls.
- Commuter Student Parking
- Binford/Hendricks lot (dark blue permit): Commuters.
Note: A 20-minute loading zone has been established in the area behind Binford, Shore and Mary Hobbs halls for the use of residents of those buildings. - Bryan Lot (dark blue permit): Commuters.
- CCE Northwest Lot (dark blue permit): Commuters.
- Binford/Hendricks lot (dark blue permit): Commuters.
- Faculty, Staff and Visitor Parking
- Binford/Hendricks lot (green permit): Faculty/staff and visitors.
- Dana Auditorium lot, lower lot behind Archdale Hall, row behind Hege/Cox, P.E. Center lot, row behind Frank Family Science Center, spaces adjacent to Founders Hall and gravel lot behind Founders (green permit): Faculty/staff and visitors.
- The rows between Hege Library and New Garden Hall (green permit): Faculty/staff and visitors.
- The row closest to the New Garden Hall entrance: Guests of the Office of Admission.
- Residential Student Parking
- Residential students with properly displayed parking permits may park in any lot from 10 p.m. to 7 a.m. Monday through Saturday and all day Sunday (Note: Vehicles must be moved by Monday at 7:00 a.m.). Commuter students with properly displayed parking permits may park in faculty/staff spaces on campus after 5:30 p.m. Monday through Friday and all day on weekends.
- Spaces marked "visitor" are not to be used by employees or students during the regular business day (7:00 a.m. to 5:30 p.m., Monday through Friday). Visitors are required to obtain a temporary visitor's permit for vehicles parked on campus. Employees and students are responsible for notifying their guests of this policy and making sure guests are directed to designated visitor parking spaces. Departments and offices may obtain a supply of visitor's permits from the Office of Public Safety.
- Spaces designated "handicapped" are for vehicles properly displaying an official state handicapped-parking permit/hangtag. A Guilford College parking permit is also required to park in these spaces.
- The Office of the President will issue black permits to special guests and trustees.
Violations and Fines
- Lack of space is not a valid excuse for illegal parking.
- The speed limit on any Guilford College roadway or parking area is 20 miles per hour.
- Careless, reckless driving and/or speeding will not be tolerated and may result in judicial charges and/or the barring of the driver from operating motor vehicles on campus property.
- Parking is not allowed in handicapped spaces (without permit), fire lanes, loading zones, sidewalks, grassy areas, athletic fields and any other space not designated for parking.
- All motor vehicles will yield to pedestrians at all times.
- The Director of Public Safety reserves the right to tow a vehicle or revoke any on-campus parking and driving privileges for the following reasons: citations in excess of four (4) per month, use of fraudulent permits, careless and/or reckless driving, causing property damage, or verbal or physical abuse or threats directed at any Public Safety officer during the performance of his/her duties -- which is a detriment or safety concern to the community.
Note: Public Safety officers are not empowered to void a written citation.
- Any offense merits a fine, a portion of which is applied to the Student Loan Fund. The following list of offenses warrants a fine (these fees are verbatim of citations):
Offense Fine 01 - Parking in staff space without permit $20 02 - Parking in other reserved space or area $20 03 - Parking in a non-marked space $25 04 - Parking on the grass $25 05 - Blocking another vehicle $25 06 - Parking in fire lane (towing enforced) $50 07 - Unregistered vehicle* $100 08 - Speeding/reckless driving $100 09 - Parking in handicapped space $250 - All fines must be paid within thirty (30) days of the date on the citation by check or money order to the Office of Public Safety or by credit cards to the Office of Student Accounts Monday - Friday between the hours of 9 a.m. - 5 p.m.
- Appeals must be made in writing to the Director of Public Safety within fourteen (14) days of the date on the citation. Appeals can be submitted either in person or via BannerWeb. Telephone and e-mail appeals will not be accepted. If the appeal is made, but subsequently denied, the fine is due within thirty (30) days from the response.
- Students with citations that are 30 days delinquent will have a hold placed upon grades and transcripts, and they cannot register for classes until the hold is removed. Any citations that are 60 days delinquent will result in a judicial hold.
- Students, faculty and staff are responsible for their visitors and will be held financially responsible for citations issued to family members and friends.
- The college is not responsible for damages resulting from vandalization.
Towing and Wheel Boot Policy
- Any Public Safety officer may order the towing or immobilization of a vehicle in violation of the following parking regulations and possible revocation of parking privileges on the Guilford campus:
- Failure to respond to four (4) parking violations summons.
- Parking an unauthorized vehicle in a HANDICAPPED, FIRE LANE, or RESERVED space (including the President's space).
- Parking in the traveled portion of a roadway or in a No Parking/Tow Zone.
- The cost to the owner of a booted car will be $45 plus all parking fines. The person has up to 48 hours to resolve parking fines plus the booted fine. After 48 hours, if the owner has not contacted the Department of Public Safety or made arrangements for release of the boot, the vehicle will be towed, incurring additional costs.
- Persons wishing to secure the release of a vehicle that has been booted or impounded should report to the Department of Public Safety between the hours of 9 a.m. - 5 p.m. Once fines have been paid, Public Safety dispatch will send an officer to release the boot. If your vehicle was towed, dispatch will issue a Stored Vehicle Release Authorization Certificate, which the person will present to the towing company. The towing company will at that point release the vehicle after collecting their tow fees.
- No vehicle impounded pursuant to this order shall be released until all fines have been paid or charged to the students account.
- Abandoned vehicles are subject to towing at the owner's expense, unless the owner notifies the Office of Public Safety in writing at the time the vehicle becomes disabled. Vehicles that do not have a current state license plate or current Guilford College registration permit may be treated as an abandoned vehicle. The Director of Public Safety will determine whether a vehicle is disabled and allowed to remain on campus.
- Any person experiencing difficulty with a vehicle that is disabled or malfunctioning must notify Public Safety at the time of the problem. The party calling may be required to furnish proof that the vehicle is actually disabled. Notes affixed to the vehicle are not acceptable.
Bicycle Registration Policy
Students must register their bicycles within seven (7) days of the start of the first day of classes for the fall semester or the spring semester if a students first semester of attendance in a given year occurs in the spring. Bicycle registration must be renewed every academic year in the fall semester. Students will be given a bicycle registration sticker when registering their bikes and these stickers must be prominently displayed on the bicycle frame. Bicycles found on campus without registration stickers will be confiscated by Public Safety. Bicycles found on campus that are not secured to approved bicycle racks will be confiscated by Public Safety (i.e. railings, trees, stairways, etc.) Students will be charged storage and recovery fees when bicycles are confiscated. Students will NOT be reimbursed for locks removed/cut in the confiscation process. Public Safety is not responsible for any damages that occur during the confiscation or storage process. If confiscated bicycles are not retrieved by the student within forty-five (45) days they will be donated to a local charity.
Hookah Registration Policy
Students must register hookahs or other devices used to smoke tobacco within seven (7) days of the start of the semester (first day of classes). Students who fail to do so may face judicial charges/fines.
